The overall objective of the project “Increase the role of civil society in improving agro-rural policies” is aiming at establishing the sustainable partnerships between national and regional CSOs and due to this to increase the number and quality of organizations participation in monitoring and implementation of National Strategy for Agriculture and Rural Development.
The SARD Programme aims to boost the collaboration between central and local authorities, as well as among the regional organizations from ATU Gagauzia and Taraclia district, so as to foster the social-economic development of the region and of the Republic of Moldova as a whole.
The project aims to address structural weaknesses in the Moldovan wine industry sector while improving the quality of wine production. The wine sector, almost exclusively composed of small and medium-sized enterprises (SMEs), accounts for about 30% of the Republic of Moldova's exports and employs approximately 15% of the economically active population.

The Project is funded by the European Union, and is implemented by a consortium composed of the Food and Environment Research Agency (Fera) from the UK and the State Food and Veterinary Service (SFVS), of Lithuania. The beneficiary institutions of this project are the Ministry of Agriculture and Food Industry (MAFI) and the National Food Safety Agency (NFSA) of the Republic of Moldova.
The project aims at modernising the quality management system, both in the sanitary veterinary field – the animal health and food safety component, and in the phitosanitary domain – regarding plant protection. This action will result in the increased competitiveness of the Republic of Moldova, thus insuring access to other markets, within CIS, and maintenance and increasing of exports to EU.
The project overall objective is to support the MARDE in improving its financial capability and governance to implement agriculture and rural development policy.
The specific project objective is to strengthen the institutional capacity of the Agency for Intervention and Payment in Agriculture (AIPA) to administer ARD support measures in line with EU norms and standards.
The Twinning supports the AIPA to administrate the new support measures on advanced payment.
The overall objective was to support the ANSA strengthening the status of food safety and animal disease surveillance assuring an efficient regulatory framework and effective control methods; the specific objective was to support ANSA and DEU providing them with a tender dossier for a procurement procedure for the supply of laboratory diagnostics kits and assisting during the evaluation of offers.
