The project team and the beneficiaries have been working hard together on a range of topics to deliver solid outputs and results in the project. Joint efforts have contributed to improving the professional skills, attitudes, processes and procedures in various segments of the project’s beneficiaries work. The project beneficiaries have developed capabilities to deal with institutional modernisation and implement important reform steps. Improvements have materialised not only in context of enhanced skills of the staff, but also through changes in operational procedures and measures, thus adding to the sustainability and impact of the project. Major tangible results that can be illustrative refer to: several comprehensive and sectoral institutional evaluations with concrete and practical recommendations for modernisation; new methodologies for integrated treatment plans for detainees and for penitentiary inspection (already adopted and in force); a series of handbooks considered as practical tools for the daily work of professionals in penitentiary and probation fields, such as preparation for release of detainees, work with persons under probation supervision, work with juveniles in probation, work with persons having aggressive behaviour or having been convicted for sex crimes; a Guide to business opportunities in the penitentiary system, in order to revive the penitentiary industry; revision of the normative framework of probation (one normative act has already been adopted based in project expertise, in the field of community work); a Code of ethics adopted for the civil enforcement system, based on expertise provided in the project; a set of professional standards for the bailiffs (that will be adopted in the framework of new amendments to the Law on Bailiffs); several training activities for all beneficiaries; introduction of pilot dual vocational education in selected penitentiaries; policy actions of beneficiaries are better formulated and linked to available financial resources (as result to the project intervention in improving budget formulation capacities).
